 We have all seen this scene in so many movies and stories. Highway to Heaven, Heaven can Wait
etc. etc. etc.
Of course in most of those stories some 'new' angel like figure comes, says it was all a mistake
and moves the action quickly back to Earth. 
That's not where I'm taking this, so for the record, she is dead, she is not going back to earth.
There is no reincarnation.
There is no divine judgment.
There is just a continuation of a life, a different life with new rules, but life. 
That in the core idea, and you have plenty of reasons to get upset over it.
But of course everything is not what it appears to be.
